iPhone Users Unable to Download or Update Apps from App Store; Stuck at T&C Prompt
Unable to download apps from the App Store since morning? You are not alone. A number of iPhone and iPad owners have taken to Twitter to complain that they have been unable to download apps on their devices since morning.
When users try to download an app, they get a pop-up informing them that Apple Media Services Terms and Conditions have changed. When they tap on OK and proceed to accept the changes, they end up going back to the App Store listing again where they again get the same pop-up. The issue is present for both downloading new apps as well as updating the existing ones already installed.

Frustrated iPhone and iPad users have taken to Twitter to express their frustration about the inability to download apps from the App Store.
The issue does not seem to be affecting iPhone and iPad owners across the world though as I was able to download apps and games on my iPhone without any issues. This looks like a server-side error from Apple and now that it has been picked up by the media, we are likely to see it getting resolved within the next few hours.
